Overview
The Turbo FRMAC (TF) software automates the calculations described in Volume 2 of the FRMAC Assessment Manual. The manual upon which the software is based is unclassified and freely available by clicking here.
Using values generated by field samples, instrument readings, or computer dispersion models, TF assesses the generated results into values that are meaningful and actionable for a decision maker at a radiological emergency. TF provides calculated results to answer questions such as:
- Do radiation values exceed city, state, or federal limits?
- Should crops be destroyed or can they be utilized?
- Do residents need to be evacuated, sheltered in place, or should another action be taken?
- How long can emergency workers work in a given area?
The software uses formulas generated by the Environmental Protection Agency (EPA), Food and Drug Administration (FDA), and other federal agencies to generate field-observable values specific to the radiological event that can be used to determine where regulatory limit values are exceeded. TF calculates values that indicate:
- How long an emergency worker can work in the contaminated area during a radiological emergency?
- The dose received from drinking contaminated water or milk.
- The dose from eating contaminated food.
- The dose expected down or upwind of a given field sample.
- Other similar radiological health values.
TF is designed to help the decision maker in a radiological emergency understand the significance of the field sample results and modeling information, so that proper response actions can be implemented. The software provides information about the impacts a radiological emergency will have on people affected by the event. It is intended to aid the leadership in identifying the proper action needed in order to protect the public without causing widespread panic.
Turbo FRMAC is a member of RAMP. The purpose of the Radiation Protection Computer Code Analysis and Maintenance Program (RAMP) is to develop, maintain, improve, distribute and provide training on NRC-sponsored radiation protection and dose assessment computer codes. Training for Turbo FRMAC is available to RAMP members.

SAND2023-04764W
Turbo FRMAC 11.3.1 (2023)
(102509) Fixed an error that occurred when setting up the briefing product of the Projected Public Dose Over Time calculation that prevented opening a blank calculation. Now the calculation initializes and works as intended.
Turbo FRMAC 11.3.0 (2023)
(101867) Major update of provided default mixtures for use in Turbo FRMAC. Please reference Mixture Manager 4.0 release notes for more information on the default mixture changes.
(102095) Added FRMAC Assessment Manual Volume 3 access through Mixture Manager.
(12138) Combined the Solid and Liquid Ingestion Calculations, allowing users to toggle between entering a volume or mass for the input measurements.
(102019) Added default selections for the Building Protection Factor options described in Table 6-2, Appendix C of the FRMAC Assessment Manual Volume 2.

(100827) Added Mixture Total and Percent Contribution information to the Dose Rollup Tool when the table is copied to Excel or the Clipboard.
(99135) Scaling a mixture now does not reapply any equilibrium adjustment after scaling the mixture. Fixes a bug where scaling an aged mixture would cause the mixture to revert back to initial equilibrium conditions.
(101231) Removed all Return to Grazing calculations due to changes to the Meat and Milk DRL methods, implemented in Turbo FRMAC 2020 v10.1.0, where Time to Grazing was added as an input to the DRL methods and therefore can no longer be calculated as an output.
(102076) Added units to the Excel output headers for chart tables such as those in the Projected Return Time calculation.
(101419) Renamed the "ICRP & FDA Settings" Panel to "ICRP Guidance" in the food ingestion dose calculations and projected contamination in food calculations.
(101877) The uncertainty analysis tool was updated to allow non-multiplier values when the user provides an inhalation dose coefficient and to summarize dose results by radionuclide instead of the parent in a decay chain. Inputs specified for a radionuclide apply to all instances of that radionuclides in the mixture (instead of just the parents of radionuclide chains).
(100886) Equilibrium and Scale menu options were disabled from calculations where they do not apply - the Crop, Meat, and Milk DRLs.
(101536) Renamed "Feed" transfer factor to "Forage" transfer factor to be consistent with the FRMAC Assessment Manual's naming conventions.
(101974) On the "New Calculation" panel, removed empty tool tip popups when hovering over calculations that do not have a defined tool tip.

(101406) Updated the keyboard shortcuts in Turbo FRMAC.
(100371) Removed code associated with an outdated build and install process.
(100773) Created a new Calculation Report that identifies changed default input values and reports calculated results for the Public Protection DRL calculation. Report wizard includes fields for user to specify reasons for changes to default values.
(21226) Removed the time phase warning from the Nuclear Fallout Stay Time calculation when users cannot adjust time phase information.
(101183) Fixed tooltips that were not appearing when the user hovered over the related GUI panel.
(100328) Removed uneditable age group and organ selection boxes from the Worker dose results ribbon.
(100329) Disabled custom PSD in PAG Emulation Mode for specific radionuclides. Previously, the general PSD settings could not be changed in PAG Emulation Mode but PSDs could be changed for specific radionuclides.
(101361) Fixed a bug where all daughters in a chain share the same properties object, so that a change to one daughter's properties changed all the daughters in the chain. Now daughter's properties can be changed independently.
(25300) Software files (tfx files) are now optionally included with bug submissions.
(99128) Fixed an error that could occur after recycling a saved calculation and then reopening the recycle bin panel.
(101362) Gas's mass median diameter values are now set to zero.
(101556) Removed the export controlled regulations box from the About panel.
(8774) Created an Interactive Dose Parameter Rollup tool that ranks radionuclides based on their contribution to total dose by dose pathway or mixture total dose.
(99127) Added ability to import RASCAL 4.3.3 source term generated in RASCAL Atmospheric Source Term Merge/Export tool.
(100928) Removed code to unzip files in Windows XP as part of solution to issue where Turbo FRMAC closes when trying to export a calculation.

(101254) Changed the labels in the PAGs panel in the EPA Water DRL from "CEDE" to "Committed Effective Dose" to reflect correct terminology from ICRP 60.
(100254) The user is now prevented from deleting a currently open calculation.
(22401) Made the panel navigation order consistent in Ingestion calculations.
(12017) Made Human Intake Rates panel titles consistent across Ingestion calculations.
(100597) Fixed bug where EPA Water DRL would sometimes initialize with FDA settings (e.g., FDA radionuclides and missing activity concentration column).
(100373) Changed how an imported mixture would change the mixture type in the Administration of KI calculation to Generic. Now imported mixtures remain the calculation default type of Nuclear Power Plant.
(100454) Improved the text in the instructions tab of the RadResponder Excel export file exported from the AAL calculation with minor edits.
(100524) Fixed an error with parsing calculation files where saved particle size distributions could prevent the files from loading. Now the files load correctly.
(100558) Fixed an error that occurs when the user tries to export a selection in a table to Excel without selecting anything beforehand.
(101305) Added ability to import RASCAL 4.3.4 files, including Source Term vs. Time and Total Surface Concentration by Nuclide from the RASCAL STDose module.
(101341) Changed the result buttons of the time varying Public Protection calculations to be more descriptive.
(101064) Fixed an issue where an invalidly low Time to Harvest input in the Meat DRL and Projected Meat and Milk Contamination calculations was not showing up in the error count displayed on the GUI's notification bar.
(100972) Fixed bug in Projected Meat Contamination calculation that occurred when the user had created one Projected Meat Contamination calculation and then immediately tried to create another one. In this case, only the Activity per Area column would be shown in the radionuclide mixture panel. Now all three value columns are shown correctly.
(100776) ICRP 30 was removed as an ICRP option for the EPA Water DRLs and the Administration of KI calculations because ICRP 30 does not provide the needed dose coefficients for these calculations.
(101520) Fixed the problem that the user defined occupancy factors inputs locked after running a calculation by enabling the occupancy factors input after running a calculation.
(101454) Fixed issue that weathering correction factors panel was not validating values in all time phases if the user selected to have different weathering corrections for different time phases.
(101229) Implemented ability to scale mixtures by a value when Integrated Air Concentrations are the known value.
(101271) Added a note to clarify that the mixture import tool will receive values from Excel in the format that the values are displayed in Excel.
(101487) Added the ability to try to import an unknown version of a RASCAL file in a similar way to the latest version of that file handled by the software.
(101440) Fixed an issue where changing weather factor correction value in one time phase would change the value in another time phase. Now changes only affect a single time phase.
(24625) An update was made to the information displayed to the user that clearly indicates when ICRP values will get reset when the user tries to reset all inputs.
(100919) Fixed that daughter radionculides had different decay constants when a meat or milk contamination calculation was loaded from a save file. Decay constants are now recomputed after opening a save file.
(100690) Expanded the size of the navigation button pane to show warning and emulation mode icons with long button text.
(22707) Disabled age groups other than adult when ICRP 30 is selected for ingestion calculations because the ICRP 30 ingestion dose coefficients only applies to adults.
(24750) Added a horizontal scroll option to the radionuclide mixture properties - radionuclides tab to allow users to scroll through more time phases than the calculations default to.
(100594) Fixed Milk and Meat DRLs to correctly show forage crop type instead of the mistakenly added crop type, leafy vegetable.
(100736) Fixed an error reading projected crop contamination save files, which caused calculation to not load. Now project crop contamination files load calculations correctly.
(100741) Fixed an error in projected crop contamination where flat view only showed the first radionuclide concentration instead of the sum of all instances of that radionuclide. Now the sum of the radionuclide's concentration is shown in flat view in the projected crop contamination calculation
(100893) Fixed how daughter radionuclides were always using the half life of the specific radionuclide, even while in equilibrium, in the contamination calculations. Now daughter radionuclides may use the parent's half life in certain conditions.

Turbo FRMAC 11.0.2 (2021)
100956 Log4J2 Vulnerability in TF v11.0.1
A new vulnerability was discovered in Log4J since the release of Log4J v2.16.0. We have since replaced the Log4J library with version 2.17.1, which fixes all known vulnerabilities for Log4J to date.
Turbo FRMAC 11.0.1 (2021)
100801 Log4J2 Vulnerability in Turbo FRMAC 11.0
Installed Log4J library updates, log4j-core-2.16.0.jar and log4j-api-2.16.0.jar, to fix critical vulnerability.
A critical vulnerability was discovered in the Log4J library. The likelihood of this vulnerability being exploited in this application is very low. However, this library existed in the codebase and has been replaced with the patched version issued by Apache. Read further for more details.
Log4J is an open-source logging library used by apps and services across the Internet. Logging is a process where applications keep a running list of activities they have performed, which can later be reviewed in case of error.
The vulnerability is designated as CVE-2021-44228. The vulnerability allows remote attackers to gain control over vulnerable targets. To perform remote code execution, an attacker only needs to send a simple malicious request that contains a formatted string. This formatted string is then picked up by the Log4J library and executed. The result is an attacker's ability to cause Log4j to connect to a service controlled by the attacker to download and execute arbitrary code (likely malicious).
Turbo FRMAC 11.0 (2021)
99762 Implement Analytical Action Levels calculation
Added new Analytical Action Levels calculation based on FRMAC Assessment Manual, Volume 1, Table 4.4-1. This calculation computes Analytical Action Levels using previously-created Public Protection DRL and Ingestion calculations. The new calculation also includes a feature to export the results in a format that can be uploaded to RadResponder by Laboratory Analysis.
44348 Add Building Protection Factors and Occupancy Factors to Worker Protection calculations
Added the Building Protection Factors input panel and the Occupancy Factors input panel to all Worker Protection calculations. Updated the Worker Protection calculations to use these factors.
25405 Allow user to select Imperial or Metric units and date/time formatting
Added ability for user to define how to display units (Imperial or Metric) and format dates and numbers throughout the software. This is particularly useful for international users.
44349 Add the Input Report and Briefing Product buttons to the Worker Protection DRL calculation
Added the Input Report and Briefing Product to the Worker Protection DRL calculation to make it consistent with the Public Protection DRL calculation.
44347 Implement Worker Protection Stay Time calculation
Added new Worker Protection Stay Time calculation. This calculation corresponds to Method 2.1.2 in FRMAC Assessment Manual, Volume 1.
44048 Implement Projecting Contamination Levels in Food calculations
Added three new calculations for projecting contamination in crops, meat, and milk. These calculations correspond to Method 3.6 in FRMAC Assessment Manual, Volume 1.
100075 Add ability to remove FDA Grouped radionuclides from mixture
Added ability to include or exclude any of the FDA Grouped radionuclides from a mixture in Ingestion calculations that use FDA Derived Intervention Levels. This gives users more control over reported results, especially for the new Analytical Action Levels calculation.
44345 Remove multiple dose limits, allow adding Time Phases to Worker Protection calculations
Changed the Dose Limits input from four limits to a single dose limit input and updated the Time Settings input to allow user to add Time Phases. These changes were implemented across all Worker Protection calculations where appropriate and give users more control over reported results, as well as reduces potential user error associated with reporting results for several dose limits at once.
44189 Noble gas daughter deposition velocity incorrectly zero in PAG Emulation Mode
Fixed bug in 1992 EPA PAG Emulation Mode for Public Protection DRL calculations where daughter radionuclides were sometimes assigned incorrect deposition velocities.
25218 Convert Turbo FRMAC to Java 11
Updated Turbo FRMAC to build and run under Java 11.
44047 Remove Hold Time from Ingestion Dose calculations
Removed the Hold Time input from the Solid and Liquid Food Ingestion Dose calculations to be consistent with changes to Method 3.5 in FRMAC Assessment Manual, Volume 1. This removes the decay adjustment from the time between sample evaluation and consumption under the assumption that the level of contamination in the food is at the time the food enters commerce.
44351 Change Fraction of Food Contaminated defaults in Ingestion Dose calculations to 1.0
Changed the "Fraction of Food Contaminated" defaults to 1.0 in the Solid and Liquid Food Ingestion Dose calculations. This change is consistent with the default value specified in Appendix C, Table 11 of FRMAC Assessment Manual, Volume 1.
16556 Provide two Particle Size Distribution inputs for Plume Inhalation and Resuspension Inhalation
Updated all calculations to allow defining two Particle Size Distributions (PSD), one for Plume Inhalation and one for Resuspension Inhalation. This gives users the flexibility to use incident-specific PSD information for the respective exposure pathways. For example, a user might have a modeled-informed PSD for the plume, but still use the default 1-µm assumption for resuspension.
44346 Add Dose Parameter results to Worker Protection calculations
Added the Dose Parameters button to all Worker Protection calculations that use dose parameters. Note that the displayed dose parameters are modified by the Assigned Protection Factor (APF) for respiratory protection and Potassium Iodide Protection Factor (KIPF) where appropriate. The ability to view dose parameters is useful for understanding which exposure pathways and radionuclides are contributing the most to total dose.
99139 Change the Worker Protection default Breathing Rates Panel to reflect Light Exercise
Changed the Worker Protection Breathing Rates panel default input for activity time for Adult Light Exercise to 24 hours so that Activity-Averaged Breathing Rate reflects the default Worker Protection assumption of Light Exercise. Note, this calculation was previously correctly using Light Exercise Breathing Rate for Activity-Averaged but it was not reflected in the GUI, so this change makes this assumption more clear to the user.
